Historical and Theological Origins
The designation gained significant theological weight through the work of the late Jesuit theologian Fr. Catalino Arevalo, often called the "Father of Asian Theology." He posited that the Filipino’s relationship with Christ is almost always mediated through Mary.
This identity was formally institutionalized during the Second Plenary Council of the Philippines (PCP-II) in 1991. The Council recognized that the Philippine Church is essentially a "community of disciples" who look to Mary as their mother and model of faith, reinforcing the title Bayang Sumisinta kay Maria (the Tagalog equivalent).

The Filipino "love affair" with Mary is visible in the rhythm of daily life and the geography of the archipelago:
The Baclaran Phenomenon: Every Wednesday, thousands of devotees flock to the National Shrine of Our Mother of Perpetual Help. The "Baclaran Day" has become a cultural landmark of persistence and intercessory prayer.
Flores de Mayo and Santacruzan: Throughout the month of May, children offer flowers to Mary in local parishes, culminating in the Santacruzan, a ritual pageant that blends religious devotion with community celebration.
National Patronage: By virtue of the Papal Bull Ipsius Domini Rosarii, the Immaculate Conception is the principal patroness of the Philippines, a status celebrated annually on December 8 as a national holiday.
Socio-Political Impact
Marian devotion in the Philippines has historically transcended the sanctuary. During the 1986 EDSA People Power Revolution, images of Our Lady of Fatima were placed between protesters and tanks. For many Filipinos, Mary is not just a figure of heaven but a "Woman of History" who stands with the marginalized and the oppressed.
